The U.S. Geological Survey, Coastal and Marine Geology has a requirement for a hovercraft that allows USGS to access extremely shallow mud flats in the San Francisco Bay area above tide waters. The Coastal and Marine Team performs investigations of soft coastal intertidal areas, river system topography, and other complex terrains and hard to map surfaces. This device will be used to collect extremely high resolution and accurate terrain models of the intertidal zone.
The required hovercraft must be capable of carrying four people and mounted LIDAR instrumentation into extremely soft ground by hovering on a cushion of air until access is obtained at exact test site locations.
Neoteric Hovercraft, Inc., Terre Haute, Indiana, is, to the USGS knowledge, the only Hovercraft system that has the stated capabilities. Therefore, the government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(1) and FAR 12 to Neoteric Hovercraft, Inc. Other interested concerns having the ability to meet the USGS requirement may submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement at 16:00 local time. All submissions will be evaluated to determine if competitive opportunities exist. If no competitive opportunities exist, request for quotation (RFQ) 10WRQQ0306 will be made available to Neoteric Hovercraft, Inc. on or about October 1, 2010.
This notice and any resulting quotation or purchase order conforms to the requirements in place through FAR 2005-43, effective 02 Aug. 2010. NAICS 336612 - Boat Building.
